Does the frequent amendment of the Constitution contribute to the quality of the Democracy?

The purpose of the article is to comment on the Government's proposal for the amendment of the Constitution and the main issues it poses, especially since, for the first time since 1974, there is a proposal for revision just five years after the previous one.
