The Directorate has the following objectives: i) implementation and monitoring of the policy for the development of EKKE’s administrative staff and services; ii) financial management by planning, training and monitoring the proper execution of the regular budget; iii) participation in planning, monitoring and implementation of EKKE’s strategic goals
Structure of the Directorate of Administrative, Financial Services & Development
A. Department of Human Resources and Administration
Head of Department: Anastasia Daneli
The Human Resources and Administration Department: i) is responsible for all the issues that concern the recruitment, service status and duties of EKKE's staff; ii) is responsible for all the issues that concern the constitution and operation of the EKKE's boards; iii) observes the protocol and master file, as well as the registry of EKKE’s human resources; iv) communicates with public and private legal entities, as well as the public, on any issue within its competence; v) deals with all issues of administration regarding EKKE’s services.
B. Department of Budget and Financial Management

The Budget and Financial Management Department
i)is responsible for the planning, preparation, monitoring and implementation of the budget; ii) draws up the annual report and balance sheets; iii) checks the legality and regularity of expenditures and carries out clearance of expenditures, remunerations and compensations, based on their complete and legal supporting documents, on the condition of sufficient credit balance in the budget; iv) issues payment orders for expeditures and salaries, draws up plans for the undertaking of obligations and proceeds with the issuance of money orders within the prescribed period, v) is responsible for keeping accounting books as per the applicable provisions, vi) ensures the non-accumulation of overdue debts, vii) keeps the staff payroll record, viii) provides timely and reliable evidence of competence and is competent to handle any other relevant matter, ix) draws up price undertaking drafts.
C. Payroll Department
Head of Department: Vaso Kanatsouli
The Payroll Department i) is responsible for the payment of issued money orders by crediting the bank accounts of the beneficiaries or by issuing cheques and reimbursing them for any deductions made in favour of third parties, ii) keeps the accounting books in accordance with applicable law provisions, iii) ensures the collection of revenues and issues collection vouchers, iv) issues tax withholding certificates regarding the supply of goods and services.
D. Department of Strategic Planning, Organisation & Innovation
Head of Department: Margarita Pallikari
The Department of Strategic Planning, Organisation & Innovation i) is responsible for EKKE’s improvement in terms of organisation and performance, and contributes to the strategic planning and monitoring of goals and objectives, ii) contributes to the standardization of processes, official duties and related documents, provided in the Quality Management System, aiming at the simplification of processes, the effectiveness and efficiency of EKKE, iii) contributes to the implementation of monitoring and quality management processes for research conducted in EKKE, iv) is responsible for the codificaton of provisions applicable to EKKE v) is responsible for vocational education and training of EKKE’s staff aiming at its adaptation to new needs and optimal operation.
E. Independent Procurement Office
Head of Department:
The Procurement Office is responsible for: i) collecting all applications regarding EKKE’s needs; ii) supplying of all goods and services as well as drafting and signing contracts in accordance with all applicable provisions, iii) compliance with procedures regarding the feasibility approval and contract award for each supply, iv) compliance with receipt procedures for all equipment and consumables, v) the appointment and administrative support of all committees related to procurement procedures.
